カナダ君にCICに問い合わせてもらったら、感じの悪い女性が対応して、どの国であろうと6ヶ月以上住んだ事のある国の物は必要ですと言われたそうです。
カナダのも必要と言われたようです。対応した女性は↓のことを言っていると思われる。
Who needs a police certificate?
In general, you and all the people in your family who are 18 or older need to get a police certificate. You must get one from each country or territory where you have lived for six or more months in a row since the age of 18.
The certificate must be issued no more than three months before you apply.
If your certificate is in a language other than English or French, send it when you apply, along with the original copy of a translation done by a certified translator.

とあるし、質問の所でみつけたビンゴな質問にはDo I need to provide a police certificate for my time in Canada?
You do not need a police certificate for your time in Canada if you are applying for permanent residence from within Canada in one of the following categories:

humanitarian and compassionate considerations;
temporary resident permit holder;
spouse or common-law partner; or

If you are applying under any other category or from outside of Canada, you may be requested to submit a Canadian police certificate for your time in Canada.

↑カナダの国内申請なら、不要としっかり書いてあります。国外申請ならリクエストされるかもとあり、カナダの欄に書かれている特別な場合のみ要求されることを指していると思われる。ブログのコメントで教えてもらった事と同じ。だから、提出する必要はないんだな。

CICの電話対応をしてくれた人が感じよかったら信じるけど、感じ悪い人だったからその人の言った事は信じない事にします。

ところで、最近CICに電話で問い合わせて感じること。
基本的にどの人も親切で感じは良いのですが、ある書類について「それが自分の場合は必要かどうか」と聞くと、必ず『必要です。』と言われます。
時にはろくに私の状況を聞きもせず、『必要です。』と。

指紋を採りに行った所のおじさんが「仕組みが変わった」と言っていたので、そうなの？と思ったけど、仕組みが変わった事の表記をCICのHPでみつけられないし。。。
おじさんは商売目的でテキトーなことを言っていたのか？！

提出するかしないか迷いましたが取ってしまったので今回は提出する事にします。
提出するカナダの警察証明には付箋に「必要かどうかわかりませんが、一時期カナダに住んでいたので一応添付します」とメモして送ろうと思います。

Police certificates
You and your family members who are 18 years of age and older and are not permanent residents or Canadian citizens must provide:
valid police certificate, or
police clearance, or
record of no information.
These documents are to be provided for each country other than Canada, in which you have lived for six (6) consecutive months or longer since reaching the age of 18.
って書いてあるね。見落としていたようです。。。$60もったいない。。。バカバカ
